He also directed a $5B insurer's national qualified-plans' consulting, customer service, and call center staffs. They provided comprehensive design, documentation, implementation, administration, and compliance services for 1,400 employer groups' outsourced health, welfare, fringe benefit, human resource, and retirement plans. Steve developed those programs as the corporation's principal outside consultant; and, he subsequently became their internal product champion and subject-matter expert. Before that, he served as global Vice President of Human Resources and Office Administration for a diversified international REIT. Additionally, he has held numerous Federal Government senior administrative, human resource, and regulatory oversight positions; and has directed multiple statewide and global Federal programs. Steve has earned Federal compliance credentials in both EEO and labor / employee relations. He also received multiple appointments to the original U.S. President's Committee for Employment of the Handicapped. During the Vietnam conflict, he served as a commissioned regular Naval Supply Corps Officer; and carried both nuclear weapons and cryptographic security clearances. He currently holds an active Federal High Risk, Public Trust clearance. Steve is also the first Florida-based practitioner designated an Instructor or Master in flexible compensation and benefits, employee-choice programs, and retirement plans. He is formally certified in total benefits systems' consulting, operations, and compliance. Committed to higher education, Steve has completed considerable academic work beyond a Masters Degree in business administration from George Washington University. Earlier, he attended Holy Cross College on a full scholarship. A cancer survivor of twenty-nine years, Steve is an empathetic and authentic knowledge worker, who strives to weave kindness, compassion, and caring into his work. He also believes in giving back to his community through volunteer advocacy and outreach in many social-justice and community-service programs. As part of that commitment, he participates in multiple religious ministries; and, in cancer-support, job-placement, human-dignity, justice and peace, youth-services, historic-preservation, and wildlife-rescue causes. An adult leader for 35 years, Steve has has served on the National Council of the Boy Scouts of America (BSA), as North Florida Council's International and High Adventure Chairman, and, as a multi-decade member of both the local Council's Advisory and Executive boards. He has led contingents and seved on staff at both National and World Jamborees. He is fully trained; and, a Heritage Society member, James West Fellow, Woodbadge awardee, International Scouter, Silver Fox, and Silver Beaver honoree. As a US diplomatic-service family member, Steve lived in both Europe and the Near East. He has restored facilities to National Historic Register status; and, has managed early nineteenth-century church properties. His wife, Ellen, owns an investment consulting and financial advisory firm; and his son, Mike, is a corporate officer and intellectual-property attorney. His daughter, Caroline, is an academic professional and doctoral-program student.
